I think that the only acceptable reason that Peyton doesn’t come back to Tree Hill with Lucas, is because she’s at home, six months pregnant with a baby boy that they intend on naming Keith. Just saying.

I figured that it was because Haley is still suspicious that it could be Dan (which is also part of the reason she sends the kids with Luke), so naturally, Luke wouldn’t bring his wife and daughter back to town if he thinks Haley’s fears have any validity. (Plus, it’s kind of expensive to fly them both out if they’re just planning to turn around and leave in a few hours anyway.)
